[ 81] Bane: Equipment Lockers.

They're finally done: Equipment Lockers!

As of next reboot, they are available in all property
zones. You are allowed to have at most 2 lockers
per character. You cannot sell them yet, so buy one
that is big enough for your needs for now. There
are lockers in different sizes available at different
prices.

Lockers can be public or private. Private lockers
can only be accessed by people who are listed as
owner. The buyer of the locker will *always* be an
owner of it. Meaning they cannot be removed as owner.
Later added owners can be removed.

After the reboot, to get started, type eqlocker help.
It will show you how to use the command. You have
to be inside a property area for it to work.

Oh, yeah, some other small changes:
* Forget cannot be used to figure out who is online anymore.
* Fingering Vass will now show player Vass even if Vassago is online.
* Weapons cannot dupe on disconnect anymore.
