[ 88] Bane: Townhall meeting Changes

These are most of the changes that followed out of the THM:
* Cleave has same lag as meteor swarm. Cleaved weapons go to victim. Shields no longer break.
* Weapons baring the phasing flag no longer change damage type to dam_phasing(magical damage).
* Cancel nolonger negates curse.
* Beneficial spells can be renewed from now on.
* You can now gain the hotswap skill. It will allow you to change weapons with wear/wield in fight.
* And word of recall outside of LAW rooms is now allowed
