[120] Bane: Relocate, Clan leader channel and more

Today I bring you the first few of a number of upcoming changes!
1. Relocate
This command has been changed to reflect the decisions made about it in the last Town Hall Meeting.
You can gate to other players as long as:
- You're both NPK or TNPK
- You're both PK and are in the same clan or friended
2. Clead channel
Leaders of clans now have a dedicated channel to converse with leaders of all other clans.
This channel is used with 'clead <message>' and can be turned on and off in the config command.
Several bugs have been fixed, including one that wouldnt allow a corpse of a TNPK to be looted.
Our builders have received several new tools to ease their hard work, and several changes were made to
prepare for things that will be reveiled soon!
