[191] Bane: Hoarding once-per-reboot crafting items

As of now, protectionist rules (rulelist read 1 2) do no longer apply
on once-per-reboot crafting ingredients. I think its pathetic that people
create alts for the sole purpose of camping at those sites until a reboot
occurs.
These items will be addressed soon. Until then, whoever grabs the item,
owns it.
