The New Thalos areaquest is now hero only. Non heroes will be instructed of the
dangers of the New Thalos sewers and to steer clear for their own well being.
This also combats potential issues with players creating new characters and
circumventing the full quest for easy quest points, though of course you guys
would never do such a thing.
